Swami Ram Swarup: My blessings to you. Yes, it is totally symbolic because the meaning of Apsara in Atharvaveda is the woman who does hard work. Study of fourth paad of Yog Shastra would reveal that the five senses in which Kaam, krodh, Mad, Lobh, Ahankar are generated, are for some time hidden and in the concerned situation they get awakened till the Rishi attains Dharammegh Samadhi. So, the stage of Vishwamitraji when he got involved with Maneka may not be the stage of attaining Dharammegh Samadhi or he at his own could make contact with Apsara.
The interval of Sri Ram and Harischandra was long, so those were not same Rishis. In Vedas, the meaning of Narad is the Rishi-Muni who always speaks truth. So, Narad is title and not a name like Sharma, Verma, etc.
